Introduction to Transit Asset Management
Description:
Transit agencies manage major assets, particularly in the case of fixed guideways. This webinar series introduces a strategic approach to managing transit assets. It focuses on an agency's business processes for resource allocation and utilization with the objective of better decision-making based upon quality information and well-defined objectives. Policy-driven objectives are used to establish an agreed quality and level of service. Performance data is systematically applied to minimize the life cycle cost of assets required for the quality and level of service. This strategic approach is presented in the form of the steps required for an asset management plan and additional analytical tools. The alkali-silica reaction (ASR) is one form of deterioration that may significantly reduce the service life of concrete structures. Currently, ASR susceptibility of aggregate sources is most commonly assessed through length change in the concrete or mortar specimens over time while subjected to standardized acceleratory conditions. The standard concrete prism test is considered the most representative of field performance. However, one significant practical drawback of that test is its long duration, which is 1 year to assess aggregate reactivity and 2 years to assess mitigation measures. The standard accelerated mortar bar tests (AMBT) are considerably quicker to perform but have not proven reliable in all cases, leading some agencies and owners to implement alternate test durations and/or expansion limits. Accessibility Handbook for Transit Facilities

This handbook will help architects, engineers, and transit system managers to understand and follow Federal regulations for transportation facilities to be accessible to persons with disabilities. This handbook explains what is required by the regulations in language that is easy to understand and includes a large number of illustrations. The major areas of accessibility addressed are transit facilities and the Americans with Disabilities Act, facility sites and entrances, interior elements, and waiting and boarding areas. Included in this handbook are facilities accessibility checklists which ask numerous questions about facilities and vehicle requirements. Using the checklists, anyone assessing the accessibility of a facility can answer the questions and use the responses to determine where accessible features need to be added or improved. Elevated levels of chloride were recently discovered in a commercially available pre-bagged grout product made for post-tensioned (PT) tendons. These chloride values exceed the current limits set by all of the domestic and international regulatory committees. However, there is limited information reported in the literature pertaining to actual chloride threshold of seven-wire PT strands. For this reason, the FHWA sponsored a 6-month accelerated corrosion testing program to determine chloride threshold(s) of PT strands exposed to chloride-contaminated grout. Annual Vehicle Miles Travelled and Related Data
Description:
With the advancements in traffic data collection instruments, implementation of institutionalized processes and procedures by State highway agencies in data collection, the gaining of practical experience in traffic data collection, and the discontinuation of the VIUS (last one was carried out in 2002), the data modeling method is deemed no longer appropriate. In addition, in order to reflect rapid changes in economic conditions, and goods movement and passenger travel pattern changes, State highway agency directly reported data without being further modeled will be more logical and timely. The proposed new procedure is to retire the original methodology and adopt State direct reporting results. Application of Radiographic Testing to Multilayered Guesset Plate Inspection
Description:
The NTSB investigated the collapse in Minneapolis and leveraged technical assistance from the Federal Highway Administration (FHWA). NTSB determined that the cause of the collapse was due to undersized gusset plates at a particular node location on the main truss. The plates should have been twice as thick or should have had twice the yield strength to provide adequate resistance to prevent the collapse. Assessment of Travel Demand Management Approaches at Suburban Activity Centers , An
Description:
In 1980, over forty percent (40%) of all metropolitan work trips in the U.S. were suburb-to-suburb compared to twenty percent (20%) between suburb and central city. While the problems of suburban congestion have increased, the appropriate responses have not been easily identified. One problem is that many standard solutions developed for the urban cores appear to be less applicable in suburbs. Trip destinations are less dense than in urban cores, and trip origins are very diverse. Consequently, conventional transit or ridesharing may be less applicable to suburbs. Demand management or trip reduction strategies are playing increasing roles in the attack on the congestion problems at suburban centers. The strategies generally fall into two important categories: Transportation System Management (TSM), and Parking Management (PM). The main goal of this study is to provide a synthesis of recent experience with Transportation Systems Management and Parking Management strategies and supporting policy instruments. Such a synthesis is intended to help localities better evaluate and adopt these strategies to address their suburban congestion problems. 4 Tables.

Bicycling Access and Egress to Transit: Informing the Possibilities

To aid in developing a framework to evaluate the cost effectiveness of different strategies to integrate transit and bicycling this project: (1) reviews the state of the knowledge, (2) proposes an analysis framework for communities and transit agencies to consider in efforts to maximize the integration of bicycling and transit, (3) conducts focus groups with cyclists from five case study communities to gauge preferences for bicycle and transit integration strategies, and (4) develops a preliminary application to evaluate four bicycle and transit integration strategies based on focus group discussions and use of the Analytic Hierarchy Process (AHP). Cost-Effective Base Type and Thickness for Long-Life Concrete Pavements
Description:
The primary objective of this report is to quantify the aggregate base properties required for concrete pavement foundations in accordance with currently established layer thickness requirements. The effects of properties of different base layers on concrete pavement performance were evaluated, based on an the mechanical and hydraulic properties of typical base materials collected from previous MnDOT studies and relevant literature. Field measured environmental data from the MnROAD test facility was collected and used for calibration purposes. The effects of environmental conditions on long-term concrete pavement performance were evaluated accordingly. Data from the LTPP SPS-2 study and MnROAD test cells were analyzed to evaluate the effects of design and site factors on performance. Improved aggregate classes were established, considering gradation, aggregate shape properties and drainage characteristics. Field test data were analyzed to assess the effectiveness of open-graded aggregate bases in providing structural stability. The analytical gradation analysis and the discrete element modeling approach for engineering aggregate shape and gradation were used to predict field performance. The findings from the study were synthesized to recommend revisions for performance-related specifications for aggregate bases supporting concrete pavements. The results would ideally help design cost effective base types and thicknesses suitable for both concrete and asphalt pavements. The primary purpose of this technical summary is to provide engineers with the basic mechanistic–empirical design background and criteria utilized in the AASHTO Pavement ME Design software for CRCP. Secondly, this technical summary describes the key CRCP design inputs to assist the pavement engineer through the CRCP design process with the AASHTO Pavement ME Design software, including identifying the most sensitive design inputs and features. Finally, example problems are included in this document to demonstrate the robustness of the new design software for both new CRCP and CRCP overlays in different climatic zones. It is expected that as the mechanistic–empirical design procedure for CRCP continues to evolve, refinements in the failure mechanisms and data inputs likely will be made, providing even greater reliability in the design process.
