Dear Colleagues,

FacEx’s Open Access Implementation Task Force has completed its charge, and FacEx has voted to send its recommendations to the Faculty Senate for final consideration.  Attached are two documents: a revised version of the University of Kansas Open Access Policy that passed last year, and an implementation process document that provides additional detail.  An overview of the Task Force charge and its membership are appended below so that the context of these documents can be understood.

The Task Force met with close to 200 faculty in departmental meetings, brown bag lunches, and an open meeting, and met individually with numerous faculty and received comments via email.  The Task Force received much feedback and used an iterative process to integrate the concerns and interests of faculty over the span of last semester to find the most effective path in execution of its charge. 

For the ease of the reader the policy that passed in April 2008 is the foundation of the attached document with recommended changes tracked.  The implementation process document outlines in detail the Task Force’s recommended processes for implementation.

On February 11th the Faculty Senate will consider these documents at 3:30 p.m. in Room #203 of Green Hall.  Faculty Senate meetings are open meetings and comments are welcomed ahead of the senate meeting. Open Access policy revised

Open Access imiplementation process

The Open Access Implementation Task Force Charge: 

The Open Access policy was approved by the University of Kansas Faculty Senate on April 30, 2009.  The responsibility of the Open Access Task Force will be to describe additional policy details for approval by the Faculty Senate and to outline initial steps for implementation of these policy details.  A document will be drafted that will be shaped by extensive conversations with faculty and administrative groups, providing wide opportunity for comment, consultation, and deliberation by members of the KU community. 

The Task Force, made up of faculty, administrators, and governance leaders, will submit to Faculty Executive committee (FacEx) a draft document that offers necessary refinements to the current Open Access policy. Policy refinements will be voted on by faculty governance, while additional details will be offered regarding implementation and processes to inform the senate and faculty.

The Task Force will present the results of its work to FacEx no later than the first meeting in January for its review.
