This policy is currently referenced in the Handbook.  It may need to be sourced as a matter of university policy in a more formal document.  Currently under administrative review to determine whether the University continues to subscribe to the time deadlines included.

Policy on Joint Appointments

This policy is too detailed for inclusion in the FSRR or USRR and should reside permanently in the policy library.  The Task Force did not believe review is necessary at this time, but the Provost’s Office has some concerns and may seek changes.

FRB Procedures

C.2.f. (1998)

These procedures, as currently written, are too detailed for inclusion in the FSRR or USRR, but the Task Force consensus was that they should be comprehensively reviewed and revised.  Finally revisions could include general provisions in FSRR or USRR and more specific procedures in the Policy Library (see Promotion and Tenure Appeals as model).

Emeritus policy

This policy was recently amended (2006) and the updated version is to be posted in the Policy Library.  A link will need to be added in the Handbook.

This policy could be moved without change to the Policy Library, or might be considered as part of comprehensive review of Academic Staff policies.

Job security for Academic Staff

This concept is referenced in the 1998 Handbook as part of the discussion of termination.  Job security is not defined or addressed elsewhere in any policy documents that could be located by Task Force.  This issue should be considered as part of systematic review of Academic Staff policies.

Professional Staff Evaluation Policy

The 1998 Handbook provisions are very general, and more detailed information is available on the HREO website, which includes relevant excerpts from the 1998 Handbook.  This policy might be reviewed as part of a larger review of professional staff policies.

Nonreappointment of Professional Staff

In addition to the 1998 Handbook, HREO has posted information on this policy, which might be included in comprehensive review of professional staff policies.

Resignation/Retirement of Professional Staff

The 1998 Handbook addresses resignation but not retirement.  HREO has an informational document addressing both.  A particular issue that may need to be addressed is the application of Emeritus status.  All these issues should be included part of systematic review.

This is an important policy whose origins are shrouded in the past, but only whose only current source appears to be the 1986 Handbook.  It appears that the development of a Policy Library version is underway.

Tuition Assistance & Reduced Rates

The policies listed in the 1986 Handbook are dated and may no longer be accurate.  Other policies are in scattered locations, such as fee schedules with special rates for staff and the HREO website, etc.  A comprehensive statement for the Policy Library would be helpful.

National Guard Leave

E.7 (1986)

This policy is authorized by the Board of Regents, but aside from the statement in the 1986 Handbook, no other reference was found in current KU policy.  Note—this policy is distinct from military leave, but might be addressed there as part of a comprehensive document.

C.2.e (1998)

The Task Force consensus was to move this document “as is” to the policy library, but that a more comprehensive review is warranted.  The Task Force intends to begin that review this spring.  Long term, the basic Code probably belongs in FSRR or USRR, possibly with a more detailed policy in the Policy Library.

Telephone & Campus Mail Policies

Current Policies (such as they are) exist only in the 1986 Handbook, although some other general policies may also apply to both telephone and campus mail use.  Both policies need to be updated in light of technological and legal changes.

General Statement of Academic Unit Policy Authority

A.4 (1998)

The 1998 Handbook contains the only general statement of policy authority for academic units, which could be moved to the Policy Library , at least for the short term.  There are specific provisions in the FSRR (Article 1, Article II, Section 1, Sections 2.3.5, 2.4.5, Article V, sections 2 and 3) that address the authority of academic units on particular matters.  It might be useful to adopt a general statement of authority for inclusion in the FSRR or USRR.
