University Governance
Organization and Administration
Final Report FY 2010
The O&A committee met in the fall semester to review the charges and initiate discussions related to the charges. A Blackboard site was established to serve as a forum for electronic meeting and as a repository of committee work.
Standing Charge: Consider any proposals forwarded to the Committee from SenEx for codification into the Code or the Rules and Regulations of the University and Faculty Senate and make recommendations for Senate action.
There were no proposals forwarded for consideration by the committee from SenEx.
Charge 1: Review Initiative 2015 and monitor the consequent implementation of its objectives, to identify the impact on University organization and administration.
The Initiative 2015 was discussed by the committee initially in the fall semester and then posted on the Blackboard site. The committee members reviewed the document and either posted their review through the Blackboard discussion board or sent them directly to the chair via email. The consensus was that the document objectives seem appropriate, but specifics about how the objectives will be met are lacking. No significant impact on University organization and administration was noted at this time. If this charge is carried forward to next year the committee recommends that details related to efforts toward achieving the Initiative 2015 objectives be included in the charges.
Charge 2: Review the composition and leadership of the University Senate and SenEx and recommend any needed changes in proportions of represented constituencies.
The committee reviewed Article I University Senate: Structure and Functions as well as Article VII University Senate Executive Committee: Structures and Functions. Individual members provided input via the Blackboard discussion board or sent them directly to the chair. The committee recommends no changes in proportions of represented constituencies at this time.
Charge 3: Review the composition and leadership of the University Senate standing committees and recommend any needed changes in proportions of represented constituencies.
The committee reviewed Article XII Standing Committees of the University Senate. Individual members provided input via the Blackboard discussion board or sent them directly to the chair. There were no recommended changes forthcoming to proportions of represented constituencies at this time. However, it should be noted that the committee developed several questions for consideration by committee chairs related to committee composition and responsibilities. It is recommended that SenEx consider carrying this charge forward and adding the review of committee responsibilities to the charge. The questions developed are included for next year’s committee to use/revise as appropriate.
Questions for University Committee Chairs
1. Is the name concurrent with the responsibilities?
2. Have you started an internal review process of your committee? What process has your committee considered?
3. Is the size and composition appropriate to your committee?
4. Are their adjustments to your responsibilities?
5. What types of conflicts do you have with other committees? Are there overlaps or gaps between committee responsibilities?
6. Is there a need to combine committees or do you need to add subcommittees?
