  1. Special educators should select technology applications that enable students to Function more effectively and independently in their environment.


  2. Effective special education teachers use techniques based upon theories of learning and theories of instruction.


  3. Hypotheses generated from theory may be tested by research, which produces results that confirm or refute the theory.


  4. Teachers are encouraged to conduct research that can contribute to the evaluation of theories.


  5. By attending to theories of learning and theories of instruction, educators may reduce incorrect instructional decisions and thereby increase the effectiveness of their instruction.


  6. Technology service decisions should be based on factors related to human function rather than on a specific diagnosis.


  7. A common challenge is to identify and apply the best possible array of special education and related services that will provide support, adjustment, or compensation for the functional needs or deficits of an individual with a disability.


  8. The conceptual model presented was developed on the basis of 25 years of research on human development conducted by Dr. Joseph Melichar.


  9. The conceptual model illustrates the variables of life that should be considered when making technology decisions.


  10. Special education decision making should start by identifying the various environments and contexts in which the person with a disability is functioning.


  11. Next, the Functional demands from the environment should considered.


  12. In identifying responses to Environmental demands, response options are considered.


  13. In analyzing response strategies, personal resources, external supports, and personal perceptions should be considered.


  14. A Functional response is identified by selecting one of the response options, and an individualized plan for its implementation is developed.


  15. Personal changes may occur as a result of the functional response.


  16. A critical component in the application of the Functional model is evaluation and feedback, which may lead to revision of technology decisions.


  17. A function is an action that a person takes in response to a demand to meet a need.


  18. Human functions can be grouped into the seven categories: existence; communication; body support, protection, and positioning; travel and mobility; Environmental interaction; education and transition; and sports, fitness, and recreation.


  19. The functional model helps us understand how a person functions, the factors that are important in making decisions, and how those decisions can impact the person.
