Kansas United We Ride Action Plan 2005-2006

 

Goal 1: Broaden perspectives of federal and state regulations to achieve coordinated services

Action Step 1.1:
Increase communication at the Federal, State and local level, including appropriate staff of transit agencies. Insure inclusion of all stakeholders. (on-going)

Action Step 1.2:
Establish Kansas Governor’s Committee on Human Service Transportation Coordination to improve coordination efforts. (completed)

 

Goal 2: Identify common goals of the state agencies involved in human services and transportation to meet the needs.

Action Step 2.1:
Develop advocacy/education programs to educate public entities. (on-going)

Action Step 2.2:
Work with the Kansas Department of Transportation (KDOT) for increased flexibility. (on-going)

Action Step 2.3:
Explore the possibility of self-insurance or state-level insurance to overcome insurance barriers. (2006)

 

Goal 3: Taking Stock of State Needs and Moving Forward: Assess Opportunities for Coordination by Identifying Agency Transportation Services, Program Connections, Expenditures and Other Opportunities.

Action Step 3.1:
Develop a survey for distribution to state agencies and their program agencies.(2006)

Action Step 3.2:
Develop and maintain a communication system with and between multiple agencies that comprise the Governor’s Committee on Human Service Transportation Coordination. (on-going)

 

Goal 4: Putting Customers First: Identify Mobility Needs Throughout the State Through Involvement of Agencies, Consumers and Transportation Providers.

Action Step 4.1:
Develop needs assessment survey to identify mobility needs throughout Kansas. (2006)

Action Step 4.2:
Collect input from the public on mobility needs. (2006)

Action Step 4.3:
“One Kansas” approach to effectively communicate information about the transportation network in Kansas, including changes in federal requirements to human service agencies and providers. (on-going)

 

Goal 5: Increase use of technology to assist in cost allocation.

Action Step 5.1:
Develop agreements with provider agencies for cost allocation/cost sharing of transit services.(2006)

Action Step 5.2:
Develop applications utilizing smart cards and appropriate transit billing and reporting software to assist in cost allocation. (2007)

 

Goal 6: To create a ustained effort among all stakeholders: state, regional and local towards reaching coordination vision and goals.

Action Step 6.1:
Develop a common mechanism to coordinate all government levels (federal, state, local). (on-going)

Action Step 6.2:
Structure program delivery to include written agreements and plans for a long-term commitment by participating agencies. (2006 - on-going)

Action Step 6.3:
Involve Kansas CTDs in coordinated program delivery. (on-going)

Action Step 6.4:
