Luncheon Keynote Address: Therese McMillan, FTA Deputy Administrator

Under the direction of Federal Transit Administrator Peter Rogoff, Therese McMillan joined FTA as the newly-appointed Deputy Administrator on July 2, 2009. Therese will assist the Administrator in leading a staff of more than 500 in the Washington D.C. headquarters office and ten regional offices throughout the United States and manage an annual budget of approximately $10 billion.
Prior to her appointment, Ms. McMillan was the Deputy Executive Director-Policy at the San Francisco Bay Area Region's Metropolitan Transportation Commission. Serving that role for nine years, she was responsible for strategic financial planning and MTC’s management of federal, state and regional fund sources for transit, highways, roadways and other modes; state and federal legislative advocacy, and public affairs and community outreach. In addition, she oversaw the planning, including long range plans of transportation/land use, air quality and freight issues. Preceding her position as deputy executive director, Therese served as MTC’s Manager of Funding and External Affairs for seven years.
Ms. McMillan received her B.S. degree in Environmental Policy and Planning Analysis from the University of California, Davis (1981) and a joint M.C.P./M.S. in city planning/civil engineering science (1984) from U.C. Berkeley. She is currently a member of the Transportation Research Board’s Committee on Taxation and Finance and has served on numerous federal and statewide task forces and working groups addressing various transportation planning and funding issues, including an appointment to the National Research Council Committee for the Study of Funding Options for Freight Transportation Projects. For the last six years, Ms. McMillan also taught a course in transportation funding and finance for the graduate transportation studies program for the Mineta Transportation Institute, California State University at San Jose.
National Transit Database Reporting Training
The goal of this 8-hour course is to help transit professionals learn the necessary skills for reporting data to the NTD internet reporting website. Course topics include: Benefits and impacts associated with the NTD annual reporting Defining the apportionments (i.e., Urbanized Area Formula Program – UAFP, Small Transit Intensive Cities – STIC, and Fixed Guideway Modernization) “Who” reports and “What” to report NTD annual reporting website – functionality and automation The 6 standard NTD reporting modules (Basic Information, Financial, Asset, Service, Resource, and Federal Funding Allocation), as well as the recently created Declarations and Independent Auditor Statements 2009 report year updates. The course is intended for transit professionals whose responsibilities include some or all of the following related to the NTD: reporting, statistical compilation, or other financial duties and activities. Class begins Monday afternoon and continues through Tuesday at noon.
TEAM and Grant Delivery for Urban, State and Tribal Programs
Offered Monday afternoon 1:00 p.m. - 5:00 p.m. This pre-conference session will provide in-depth technical assistance on receiving FTA grant funding from planning to grant application through grant closeout. There will be plenty of opportunity for dialogue and to ask questions.
Facilities Workshop
Offered Tuesday morning 8:00 a.m. - 11:45 a.m. During this workshop we will walk you through the nuts and bolts of facility project development beginning at the planning and environmental analysis stage through design to construction management. Bring your questions and your project ideas!
