Phil, a Mary Morrill-Litchfield Scholar, graduated Summa Cum Laude from Central Michigan University with a Bachelor of Science Degree in Journalism and Political Science. During his time at CMU, Phil worked extensively as a reporter, editor and columnist for the university's nationally renowned student newspaper. While reporting on governmental policies and procedures, he became increasingly interested in decisions made by public officials and their influence on those they serve.

Phil's interest in government was solidified after interning for U.S. Senator Pat Roberts in Washington D.C. During his time on Capitol Hill, he assisted the Senator's communication team, performed research and engaged in numerous forms of constituent outreach. Phil immediately realized the gratification that could come with public service. However, he ultimately decided to pursue a career in local government administration due to its efficiency and responsiveness to its citizenry.

Currently, Phil works as a management intern for Johnson County , Kansas in the County Manager 's Office. He has assisted staff members on a variety of projects for the County's human service departments, from analyzing and making recommendations on client transportation provisions to organizing internal, employee training options. Phil also has engaged in strategic review of budgetary and performance trends of the County's culture and recreation departments. Additionally, he has led efforts to reform countywide employee fundraising.
