Charles Jones is Director of the Kansas University Public Management Center, a Courtesy Associate Professor in the Department of Public Administration, and a third-term member of the Douglas County Commission.  Between 1991 and 1995, he served as the Governor-appointed Director of Environment at the Kansas Department of Health and Environment.   He brings the perspective of elective, appointed and private-sector practice to Public Administration’s academic courses and the PMC's professional education programs.

KEY PUBLIC SERVICE EXPERIENCE

  • Director of the Kansas University Public Management Center (PMC), a KU satellite campus located in the capitol city of Topeka.  The mission of the Public Management Center is professional development of the public workforce, providing a forum for policy discourse, and linking KU resources to the challenge of public management.  Its offerings include the KU Masters in Public Administration degree; the Certified Public Management (CPM) program, a year-long, 188 contact-hour course dedicated to developing mid-level managers in state, local and federal government; the Emerging Leaders Academy succession planning program; and a variety of custom training courses, consulting and special services.  The PMC is dedicated to serving all Kansans, and to offering its programs in satellite locations across the State.

  • Three-term County Commissioner, Douglas County, Kansas, including several terms as Commission Chair. Principal responsibility is budgetary, policy and land-use oversight for 400 employees, an annual budget of $46 million and a county population of 115,000 people.  Personal assignments include overseeing renovation of the Douglas County Courthouse and Justice/Law Enforcement Center; representing the County Commission on the Lawrence-Douglas County Economic Development Advisory Board; finding common ground between economic development and environmental interests; removing vicious dogs from the community; creating the Freedom’s Frontier National Heritage Areas; and reclaiming a Brownfield site in the city of Lawrence.

  • Director of the Division of Environment at the Kansas Department of Health and Environment.  Responsible for air, waste, water, remediation and district service programs with combined staff of 400 and budget of $55 million; program, policy and legislative activities related to environment and natural resources.  Major pieces of legislation passed during tenure included the Kansas Clean Air Act, Solid Waste Planning Act, and Above-Ground Storage Tank Program Act.  Also created a Drinking Water Monitoring Fee Fund, Water Supply Revolving Loan Fund, and Nuclear Emergency Preparedness Dedicated Fee Fund.  Programmatic accomplishments included establishing the Pollution Prevention Program and District Environmental Administrators.
