PROFESSIONAL EXPERIENCE

July 1996 –  present.   University of Kansas, Lawrence

July, 2007 – present Chair, Department of Public Administration  Serves as faculty chair of the Department of Public Administration, including twelve faculty and three staff.  Teaching undergraduate upper level and graduate level classes in the following areas:  information technology, information policy (intellectual property, privacy, security), and organizational change.  Research focus is on technology and organizational, mentoring and information policy. 

August, 2005 – June, 2007   Associate Professor, Department of Public Administration.  Teaching undergraduate upper level and graduate level classes in the following areas:  information technology, information policy (intellectual property, privacy, security), and organizational change.  Research focus is on technology and organizational, mentoring and information policy.    

July 1999 – August, 2005.  Vice Provost for Information Services and Chief Information Officer.  Reported to the Executive Vice Chancellor and Provost (Campus CEO) and served as chief officer for libraries and information technology services.  Functions reporting to the Vice Provost included:  academic computing, administrative computing, networking, telecommunications, printing services and the KU Libraries.  Information Services had 350 employees and expended $37 million a year. 

July 1999 - present.  Associate Professor, Tenured.  Stene Graduate Program in Public Administration.  Teaching the information technology section of the Public Infrastructure course.  Topics include telecommunications policy, geographic information systems, e-government, and general policy issues relating to information technology.  Performs research in relation to scholarly publishing and electronic information policy development.             

June 1998 – July, 1999.   Associate Vice Chancellor for Information Services.  Reporting to the Vice Chancellor for Information Services and Dean of Libraries. Responsibilities included writing of information technology policy and assistance with supervision of administrative computing services.  Substituted for the Vice Chancellor as needed.  

February 1996 - July 1999.  Associate Dean, Tenured Librarian III.  Reporting to the Dean of Libraries, served as chief operating officer for the library system.  The University Libraries employs 77 faculty and professional staff, and 87 paraprofessional staff, with a collection of four million volumes.  Managed a budget of $11.6 million.

February 1996 – July 1999.  Courtesy Associate Professor.  Stene Graduate Program in Public Administration.  Teaching information management in the Master’s program.  Teaching topics include:  telecommunications policy, geographic information systems, procurement of information systems, and general policy issues relating to information technology.

March 1990 - February 1996. Texas A&M University, College Station

October 1993 – February 1996.  Senior Associate Director and Tenured Associate Professor, Texas A&M University Library.  Reporting to the Dean of the Evans Library, served as internal operations manager, including budget and personnel management, as well as management of the fundraising program.  Substituted for Dean with both internal and external constituencies as needed.  The Sterling C. Evans Library employed 60 faculty and 150 paraprofessional staff, with a budget of $18 million and a collection of two million volumes.

November 1994 - February 1996.  Chair of the Provost’s Electronic Information Study Group.  This group reviewed university policy in relation to all forms of electronic information.  Presented policy recommendations to the Academic Dean’s Council and assisted in the implementation of policy in the Provost’s Office and in the information technology units.

September 1994 - February 1996.  Co-Principal Investigator, TexShare Cooperative Program.  TexShare was a cooperative project of the fifty-two publicly supported academic libraries in the State of Texas.  The program was funded by the Texas Legislature and administered by the Texas Higher Education Coordinating Board.  Reporting to the Deputy Commission for Higher Education, responsibilities included management of the policy aspects of the program, coordination of the technical staff, communication with library directors, and presentations to the Coordinating Board and numerous other higher education groups.

December 1993 - February 1996.  Manager and Chair of the Policy Committee, Electronic Network for Library and Learning Resources, Texas A&M University System. The Network was a cooperative project of the nine Texas A&M University System libraries and computer centers.  This project was funded by the Texas Legislature through the Texas A&M University System.  Responsibilities included policy and technical management for the program reporting to the group of Library Directors.

November 1992 - October 1993. Interim Director of Libraries.  Managed internal library operations, participated in university governance councils, and represented the university library to external constituencies.  Major accomplishments included:  gained approval for a one dollar per credit hour student fee designed for library use, in cooperation with the College of Business, initiated a $2 million fundraising project (The R. C. Barclay Center) for a new branch library, obtained $30,000 grant from the Motorola Corporation for an archival digitizing project, led the planning process for a new branch library and an 80,000 square feet addition to the Evans Library, and gained approval for a building plan to restore Cushing Library for the special collections department.

March 1990 - November 1992.  Assistant Director for Collection Interpretation, Texas A&M University Library.  Management of the following functions: archives, bibliographic instruction, current journals, government documents, learning resources, microforms, reference, and special collections.  These units employed twenty-nine faculty and thirty-three support staff.  Responsibilities also included directing the Library's Research Program.
 
1988 - 1990. Iowa State UniversityAssistant Director for Public Services, University Library.  Management of the Public Services Division, consisting of nineteen faculty and seventy-nine FTE support staff.  Division functions included access services, bibliographic instruction, government publications, microforms, media, reference, and branch facilities. 

1983 - 1988. University of Colorado-Denver Assistant Director for Instruction and Research Services, Auraria Library (also serving Metropolitan State College and the Community College of Denver).  Management of the Instruction and Research Services Division, consisting of fourteen faculty and fifteen FTE support staff.  Division functions included archives and special collections, bibliographic instruction, collection development, government publications, interlibrary loan, reference, and the Architecture and Planning Branch Library.       

1981 - 1983.  Wichita State University Head, Reference Department.  Wichita State University Library/Media Resource Center.  Management of the Reference Department, consisting of nine faculty and eight support staff.  Department functions included bibliographic instruction, government publications, interlibrary loan, and reference.

 1979 - 1981. Stephens College, Columbia, Missouri.  Reference Librarian.  Responsibilities included bibliographic instruction, collection development, faculty liaison, reference service, and student advising.  Faculty Member in Women’s Studies.  Taught introductory women’s studies course.

1976 - 1979. University of Missouri-St. Louis.  Reference Librarian.  Instructional and Research Services Division.  Responsibilities included bibliographic instruction, collection development, interlibrary loan, and reference service as well as service as Coordinator of Data Base Services.
