The update program needs to run as an "administrator" account. If you normally log in to your computer as a restricted user (which you should), you can run the update as administrator as follows:
Left click on the windows Start icon
Left click on All Programs
Left click on SPSS for Windows
Right click on SPSS 15.0 License Authorization Wizard and select Run as
In the pop-up dialog box click the radio button by The following user: and enter the user name and password for your administrator account. Then click OK
Click the Start button
Leave Use Authorization via Internet to get License selected and click the Next button
Enter the authorization code.
The one shown here is the December 2007 temporary code for SPSS 15. Yours may differ. Click the Next button.
You should see this screen. Click Finish and you are done.
